No. LIHEAP helps pay to heat or cool your home, which is why we try to say “energy bills” versus “utility bills.” Energy bills include electricity, wood, oil, and propane. LIHWAP, on the other hand, helps pay your water or wastewater bill.
Most likely not. LIHWAP is not meant to pay for all your water costs for the year, the season, or even the month. It is a one-time payment per year.
