No. LIHEAP funds can only be used to help you pay to heat or cool your home, which is why we try to say “energy bills” versus “utility bills.” Energy bills include electricity, wood, oil, and propane.
Most likely not. LIHEAP is not meant to pay for all your energy costs for the year, the season, or even the month. It is a one-time payment per year.
